O Programa Operacional Sustentabilidade e Eficiência no Uso de Recursos (PO SEUR) lançou, em finais de Julho, um aviso de concurso à apresentação de candidaturas para implementação de medidas de eficiência energética nas infra-estruturas públicas, no âmbito da Administração Central do Estado. Com uma dotação orçamental de 25 milhões de euros, as candidaturas encerram a 30 de Outubro.
O Aviso tem como objectivo o apoio à implementação de projectos de gestão e racionalização energética que contemplem a implementação de medidas de eficiência energética activas e passivas. Pretende também promover a utilização de energias renováveis para autoconsumo, nas infra-estruturas públicas já existentes da Administração Central do Estado.
As operações a apoiar nos organismos da Administração Central e nas empresas do sector empresarial do Estado aplicam-se a Portugal Continental e incluem intervenções na envolvente opaca e envidraçada dos edifícios, nos sistemas técnicos instalados (ventilação, aquecimento ou sistemas de iluminação, entre outros) assim como intervenções ao nível da promoção de energias renováveis nos edifícios e equipamentos.
Os requisitos das medidas a implementar, assim como todas as despesas elegíveis e não elegíveis podem ser consultadas aqui. O montante de financiamento por operação previsto é de 2,5 milhões de euros.
De recordar que, segundo estabelecido no Plano Nacional de Acção para a Eficiência Energética (PNAEE), em consonâncias com as metas comunitárias, Portugal deverá atingir uma meta de 25 % de redução no consumo de energia primária até 2020. Além disso, foi também criada uma meta específica de redução do consumo de energia do Estado, em 30 %, através do Programa de Eficiência Energética na Administração Pública (Eco.AP), que, para além de contribuir para a concretização da meta geral, pretende também reduzir a despesa pública.
No âmbito deste concurso, não são elegíveis intervenções que sejam obrigatórias por lei nem intervenções em infra-estruturas e equipamentos que tenham beneficiado de cofinanciamento comunitário para a realização de intervenções nas tipologias de operação descritas neste Aviso nos últimos dez anos.
As candidaturas podem ser submetidas até às 18h00 do dia 30 de Outubro de 2019.
