De acordo com a informação publicada pela CE, o conjunto de recomendações para a modernização dos edifícios irá complementar o conjunto com as recomendações lançado a meio do mês de Maio e que visou a renovação dos imóveis, garantindo assim, uma “compreensão uniforme” da transposição das medidas para a legislação nacional, sem, no entanto, alterar os efeitos legais da própria directiva.
Estas recomendações apresentam-se de crucial importância já que, na União Europeia, os edifícios são os maiores consumidores de energia e 75 % do parque edificado existente é ineficiente do ponto de vista energético.
Recorde-se que os Estados-Membros têm até ao próximo dia 10 de Março de 2020 para transpor a nova directiva europeia para a legislação nacional. Em 2018, foi aprovada a segunda revisão da EPBD, que obriga os Estados-Membros a adoptar medidas de eficiência energética para irem ao encontro de metas pré-estabelecidas. Esta directiva, que prevê um reforço da melhoria do desempenho energético dos edifícios, surge com uma maior aposta no incentivo à renovação e reabilitação dos imóveis, de forma a atingir a descarbonização de longo prazo, apresentando-se como uma ferramenta decisiva para alcançar as metas de eficiência energética, definidas para 2030, e para que, em 2050, toda a União Europeia esteja descarbonizada.
