Em 2018, 7 % dos cidadãos a residir na União Europeia (UE) não tinha disponibilidade financeira para assegurar o aquecimento necessário na sua habitação. Em Portugal, o cenário é muito pior: uma em cada cinco pessoas não dispõe de recursos financeiros para alcançar o conforto térmico em casa. Se acrescentarmos aqui os dados do Instituto Nacional de Estatística (INE), a situação pode piorar: 21 % das pessoas vivem em risco de pobreza em Portugal (2019) e 43 % é a taxa de risco antes de qualquer subsídio social por parte do Estado (2018). Neste último grupo, a disponibilidade para aquecer a casa poderá estar comprometida para muitos cidadãos portugueses.
A percentagem de cidadãos capazes de aquecer adequadamente as suas habitações está a aumentar na União Europeia. Relativamente a 2012, altura em que 11 % dos europeus não apresentavam disponibilidade financeira que permitisse assegurar o aquecimento necessário às suas habitações, registou-se uma evolução positiva. Os dados mais recentes do Eurostat, revelados no inquérito anual sobre o rendimento e as condições de vida dos europeus, mostra que esta percentagem desceu continuamente nos anos seguintes, alcançando os 7 % em 2018.
Portugal é, contudo, o quinto país da UE em que os cidadãos registam maiores dificuldades para suportar os custos associados ao aquecimento das habitações, com 19 % das pessoas a não terem capacidade para o fazer. Pior do que Portugal, apenas o Chipre (22 %), a Grécia (23 %), a Lituânia (28 %) e a Bulgária (34 %).
Ainda assim, o caminho que Portugal tem vindo a percorrer, desde 2007, é positivo. Na altura, 41,9 % dos portugueses não apresentava capacidade financeira para assegurar o aquecimento adequado das habitações. Neste ano, o desempenho português era o segundo pior de toda a UE, atrás, apenas, da Bulgária (67,4 %).
Na posição oposta, os cidadãos da Áustria, Finlândia, Luxemburgo, Países Baixos, Estónia e Suécia são aqueles que actualmente apresentam a maior facilidade, no que respeita ao esforço financeiro necessário, para alcançar o conforto térmico e aquecer convenientemente as suas habitações. Nestes países, apenas 2 % das pessoas não tem capacidade financeira para aquecer o espaço em que vivem.
