A Comissão Europeia reforçou, no final de Janeiro, a iniciativa ELENA – European Local Energy Assistance com mais 35 milhões de euros. Num novo acordo entre Bruxelas e o Banco Europeu de Investimento (BEI), o reforço financeiro vai para duas das três áreas de intervenção deste instrumento de apoio técnico: 30 milhões para a energia sustentável nos edifícios e os restantes cinco milhões para os transportes sustentáveis.
Projectos de melhoria da eficiência energética em edifícios, redes de aquecimento, iluminação pública e mobilidade limpa são algumas das iniciativas que podem ser elegíveis para receber o apoio técnico do ELENA, que tem auxiliado entidades tanto do sector público, como do privado, nos seus projectos.
Através destas acções, o ELENA pode contribuir directamente para as metas europeias em matéria de energia, nomeadamente no que se refere à ambição de eficiência energética estipulada para 2030 de 32,5 %. Para além disto, o ELENA assume-se ainda como um instrumento importante para alcançar o objectivo de duplicar a taxa anual de renovação energética do parque edificado europeu, inscrito na Renovation Wave, através de uma terceira área de apoio: sustentabilidade no sector residencial. Nesse âmbito, o ELENA dispõe de 97 milhões de euros para o apoio técnico de forma a tornar o investimento em eficiência energética mais atractivo para os investidores privados.
O ELENA foi lançado em 2009, tendo já apoiado cerca de 120 projectos. Desde a sua criação, o instrumento disponibilizou mais de 200 milhões de euros em subsídios e possibilitou investimentos superiores a sete mil milhões de euros.
